This is about teaching popular genres as part of a "writing curriculum." The students described seem to be mostly in their early teens. See pages 124-175 for the chapter on romance.

Emotional and physical needs are not the easiest things for our students, or us, to write about. Although romance is the most difficult of all the genres and can be tricky to work with, it is also probably the most revealing and personally rewarding. (128)
